The recent SpaceX mission got me interested in this quote. I think it comes from Jerry Pournelle. The earliest I've seen it is 1996:

Sorry, I don't know any earlier reference. But I agree with the sentiment. I though very much the same thing when I watched the Space-X rocket land. That's how it's supposed to work.

Yeah, SpaceX really stuck that landing. I wish they'd give up on the notion of landing on barges. Surely there's somewhere they can get clearing to land on solid land.
